The General Administration of Customs announced on August 25 that, based on the epidemic prevention and control situation at the ports, the ninth version of the "People's Republic of China Entry/Exit Health Declaration Card" will be implemented at 0:00 on August 31. At that time, various internet reporting channels, such as the Health Declaration Card WeChat applet, internet web reporting, and the "Palm Customs" APP, will simultaneously enable the new version of the reporting function.
What are the key points to note in the ninth version of the "People's Republic of China Entry/Exit Health Declaration Card"?
Content Optimization:
1. The requirement for reporting nucleic acid test information, past infection history, and vaccination dates for entry and exit personnel has been cancelled.
2. Items that have previously caused confusion for entry and exit personnel have been improved or adjusted, making it easier for entry and exit personnel to understand and fill out.
3. Added the function of online confirmation of the "Sampling Informed Consent Form", making it more convenient for inbound and outbound passengers to simplify the on-site quarantine process, jointly doing a good job in port front-line health quarantine work, and protecting the health and safety of the motherland and the people.
It is understood that on January 25, 2020, in order to further improve the prevention and control of the COVID-19 epidemic, the General Administration of Customs issued the "Announcement on Restarting the System of Entry and Exit Personnel Filling Out Health Declaration Cards" (No. 16 of 2020), restarting the system of entry and exit personnel filling out the "People's Republic of China Entry/Exit Health Declaration Card" for health declaration at ports nationwide.
Reporting Channels:
Currently, there are two ways to fill out the entry and exit health declaration: electronic reporting, where inbound passengers can complete online health declarations through scanning or downloading the "China Customs Passenger Fingertip Service" WeChat applet and APP during check-in, before boarding, or after landing; and paper reporting, where passengers can obtain and fill out paper health declaration cards on board or at the inspection channel.
To save time during entry and exit, customs recommends that passengers report to customs within 24 hours before customs clearance through the WeChat applet "Customs Passenger Fingertip Service", internet web pages, and the "Palm Customs" APP, and present it to customs upon clearance. Preparing the customs code in advance can better improve clearance efficiency, save waiting time at the entry port, and reduce unnecessary contact.

According to the "Opinions on Further Strengthening Border Health Quarantine Work and Punishing Violations of Border Health Quarantine Laws and Crimes" jointly issued by the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, the Ministry of Justice, and the General Administration of Customs, in addition to emphasizing further strengthening border health quarantine law enforcement, it also clarifies the legal application issues of "hindering border health quarantine crimes" stipulated in Article 332 of the Criminal Law, including the fact that infected persons or suspected infected persons of quarantine infectious diseases conceal the epidemic by means such as failing to truthfully fill out health declaration cards, or forge or alter quarantine forms and certificates.
