Shandong, Jinan: Encourage enterprises to "go global" and receive financial subsidies

　　Reporters learned from Jinan Municipal Bureau of Commerce that the city recently issued the "Notice on Encouraging Enterprises to Actively Carry Out Foreign Economic and Technological Cooperation," deciding to provide financial support to units engaged in foreign economic and technological cooperation such as foreign investment cooperation, contracting projects, and labor service cooperation starting this year.

　　Foreign economic and technological cooperation businesses eligible for subsidies include: overseas investment cooperation, overseas contracting projects and design consulting, foreign labor service cooperation, overseas insurance for Chinese personnel, participation in overseas emerging market development, and the construction of foreign labor service cooperation platforms.

　　Jinan City encourages manufacturing enterprises to operate businesses overseas, purchase or lease land to build standard factories, and conduct business activities such as production, processing, and sales; it encourages enterprises to establish overseas R&D centers through direct investment. For the above overseas investments, those with a Chinese investment exceeding US\$500,000 per project will, in principle, receive a financial subsidy of no more than 2% of the actual Chinese investment (in US dollars), with a maximum subsidy of RMB 300,000. For projects using existing equipment of Jinan enterprises (or equipment purchased from other enterprises in the city) with physical investment exceeding US\$1 million, a financial subsidy of up to 30% of the actual equipment transportation and insurance fees from the Jinan shipping point to the overseas port will be provided, with a maximum subsidy of RMB 100,000.

　　For overseas agricultural, forestry, and mining cooperation projects, those with a Chinese investment exceeding US\$200,000 per project will, in principle, receive a financial subsidy of no more than 1% of the actual Chinese investment (in US dollars), with a maximum subsidy of RMB 300,000.

　　Jinan City prioritizes supporting enterprises in adopting the "design, procurement, and construction integration service" general contracting method for overseas contracting projects. For overseas contracting projects carried out using the EPC general contracting method, those with contracts exceeding US\$10 million directly signed by the general contractor and already commenced can apply for a financial subsidy of 1‰ of the contract amount, with a maximum subsidy of RMB 300,000; for overseas contracting projects that drive the export of equipment and materials from Jinan exceeding US\$10 million, enterprises can apply for a financial subsidy of 1‰ of the export amount, with a maximum subsidy of RMB 200,000; for overseas engineering design consulting projects, those with a turnover exceeding US\$100,000 can apply for a financial subsidy of 10% of the project turnover, with a maximum subsidy of RMB 150,000.

　　In addition, Jinan City, Shandong Province, also actively encourages enterprises to "go global" for emerging market investigations and expansion, seeking investment and cooperation opportunities. Financial subsidies are provided to enterprises participating in emerging market investigation activities organized by Jinan City, with a subsidy of up to 70% of the international transportation costs (mainly international air tickets) and overseas accommodation costs for one person per enterprise per trip, with a total annual subsidy limit of RMB 50,000 per enterprise.
