III. Market Introduction

( I ) Broad Market

In the Indonesian market, roads are congested, and various types of vehicles mix. Riding two-wheelers is a popular mode of transport. The vast stock of gasoline-powered motorcycles in Southeast Asia provides ample room for the penetration of electric two-wheelers. It is projected that by 2025, the overall electrification penetration rate for two-wheelers will reach 25%, and the demand for electric two-wheelers in Indonesia is expected to exceed 30 million units.

Currently, the impact of the pandemic has largely subsided, and residents' travel demand is rapidly recovering, driving the recovery of two-wheeler demand. According to data from Bank Indonesia and the Thai Trade and Economic Index Bureau, in April 2023, consumer confidence indices in Indonesia and Thailand have largely returned to or even exceeded their levels in the same period of 2019, indicating a significant recovery in travel demand. As a primary tool for daily commutes and short trips in Southeast Asia, the two-wheeler market is flourishing.

( II ) Policy Support

The Indonesian government has set basic ownership targets for electric vehicles, and government procurement demand is already significant: according to the Ministry of Industry of Indonesia's Ministerial Decree No. 6 of 2022, the production targets for four-wheeled and above electric vehicles are 400,000 units by 2025, 600,000 units by 2030, and 1,000,000 units by 2035. For two-wheeled and three-wheeled electric vehicles, the targets are 6 million units by 2025, 9 million units by 2030, and 12 million units by 2035. Corresponding supporting facilities, such as charging stations, will also be built successively, with an estimated 25,000 electric vehicle charging stations to be completed by 2030.

"Oil-to-Electric" policy support: To promote the development of the electric vehicle industry, the Indonesian government has introduced a series of preferential measures. The electric vehicle tax reduction policy issued by the Ministry of Finance of Indonesia has officially come into effect, and the Minister of Energy of Indonesia stated that starting from March 2023, each electric motorcycle will receive a subsidy of 7 million Indonesian Rupiah (approximately 3165 Chinese Yuan).

(III) Resource Advantages

Indonesia has rich mineral resources, with its nickel reserves, a crucial raw material for electric vehicle power batteries, accounting for 52% of the world's total, making it one of the largest producers of nickel.

Relying on its resource advantages, Indonesia is vigorously developing its automotive manufacturing industry and has designated the electric vehicle industry as a national priority development industry. Indonesian President Joko Widodo pointed out that it is necessary to seize global electric vehicle development opportunities and establish a complete electric vehicle industrial chain ecosystem.
