为贯彻落实《国务院印发关于推进自由贸易试验区贸易投资便利化改革创新若干措施的通知》(国发〔2021〕12号)《山东省人民政府印发关于推进中国(山东)自由贸易试验区贸易投资便利化改革创新若干措施的通知》(鲁政字〔2022〕70号)要求,培育壮大外贸新业态新模式,推动山东自贸试验区新型离岸国际贸易加快发展,制定本措施。 一、适用范围 本措施所称新型离岸国际贸易,是指我国居民与非居民之间发生的,交易所涉货物不进出我国一线关境或不纳入我国海关统计的贸易,包括但不限于离岸转手买卖、全球采购、委托境外加工、承包工程境外购买货物等。 本措施适用企业范围为:工商注册地、实际经营地、财税户管地均在自贸试验区内,且实质性运营,连续两年未受法律法规处罚或海关、外汇信用降级。企业须未被纳入监管部门公开发布的限制性分类管理目录。 二、加大政策支持 (一)提供人才支持。支持自贸试验区深化人才发展体制机制改革和人才生态优化提升,聚焦新型离岸国际贸易布局和发展需要,面向自贸试验区离岸贸易重点企业经营管理人才,组织开展国际化能力、专业化水平培训,依托市场化机制拓宽引才渠道,精准引进具有国际视野、通晓国际规则的复合型离岸贸易人才。支持符合条件的离岸贸易人才申报泰山产业领军人才工程经营管理项目,通过后给予相关资助,并发放“山东惠才卡”,享受出入境和居留、子女入学、社会保险等29项绿色通道服务。(牵头单位:省商务厅、省工业和信息化厅、省人力资源社会保障厅) (二)提供认定支持。支持新型离岸国际贸易服务企业(包括但不限于提供采购、物流的整体方案设计、财务、金融支付服务以及零售和批发与运输业务服务等)申请认定技术先进型服务企业,对技术先进型服务企业,按专门的税收法律、法规和国务院规定落实相关税收优惠政策。(牵头单位:省科技厅,责任单位:省发展改革委、省财政厅、省商务厅、省税务局) (三)提供要素支持。支持自贸试验区企业发展新型离岸国际贸易,加快培育新型离岸国际贸易服务能力,针对数字化验真系统及相关功能研发、数据采购与运营维护等方面的投入,以及银行机构使用系统辅助开展业务给予一定支持。积极引进相关市场主体,培育示范主体。(牵头单位:省商务厅) 三、提供结算和融资便利 (四)支持自主审核单证。按照“实质重于形式”的要求,对具备一定规模、有新型离岸国际贸易业务经验、无监管不良记录的优质客户,银行机构自主决定审核交易单证的种类。(牵头单位:中国人民银行山东省分行) (五)支持结算便利创新。鼓励银行机构按照“了解客户”“了解业务”“尽职审查”展业三原则,对具有业务实际需求的跨国公司按规定申请开展包含离岸转手买卖业务的经常项目资金集中收付和轧差净额结算业务。(牵头单位:中国人民银行山东省分行) (六)提供金融综合服务。鼓励银行机构根据企业实际需求,在依法合规、风险可控、商业可持续的前提下,审慎有序为新型离岸国际贸易业务提供保险、融资、供应链金融等综合服务支持。鼓励片区管委会探索建立新型离岸国际贸易风险补偿机制。(牵头单位:中国人民银行山东省分行、国家金融监督管理总局山东监管局、国家金融监督管理总局青岛监管局) (七)建立激励机制。鼓励银行机构围绕提升新型离岸国际贸易展业能力加大资源、人力和技术投入。将年度新型离岸国际贸易结算量排名靠前的银行机构纳入山东自贸试验区优秀合作伙伴给予褒扬。对为企业提供高质量结算服务的银行机构从业人员给予褒扬。(牵头单位:中国人民银行山东省分行、省商务厅、省地方金融监管局) 四、创新监管模式 (八)实施联合监测。鼓励推广、应用满足于新型离岸国际贸易真实性核验需求的数字化验真系统,集中接入、全量导入国际航运、物流、港口及主要国家海关数据,整合离岸贸易涉及的资金流、货物流、单据流信息,为新型离岸国际贸易提供辅助性核验。拓展新型离岸国际贸易监管方式,向银行机构和企业提示新型离岸国际贸易业务风险。 提升跨部门联合监测能力,实施集中有效的规范性评估和自律监测管理措施,以分类、协同、智能监测分析为核心,对系统性跨境资金流动风险进行全流程预警管理。(牵头单位:省商务厅、中国人民银行山东省分行) (九)实施分类监管。积极探索“负面清单+正面清单”管理模式,由片区管委会统筹协调银行机构加强对市场主体的分类调研,支持银行机构根据企业客户诚信状况、合规水平和风控能力等,动态实施客户风险分级评定。支持银行机构根据新型离岸国际贸易特点,优化业务操作规范,分类实施差异化管理,重点关注关联交易、收支金额异动、大额高频收支、融资杠杆比例和融资过度集中等现象。(牵头单位:中国人民银行山东省分行、省商务厅) 五、建立综合服务机制 (十)建立特殊需求研判及会商机制。针对企业真实合法的特殊业务需求,由省自贸办牵头组织相关业务主管部门,指导片区管委会联合银行机构开展个案分析与政策研究,根据行业不同属性量身定制个性化解决方案,满足企业多元化业务需求。(牵头单位:省商务厅、中国人民银行山东省分行、省地方金融监管局) (十一)设立新型离岸国际贸易服务中心。支持片区管委会设立新型离岸国际贸易服务中心,为区内银行机构、企业提供政策咨询、业务培训、项目协调、金融法律等各类服务。(牵头单位:省商务厅) (十二)健全司法保障机制。引进一批国内外知名的仲裁、调解等机构,为新型离岸国际贸易提供一站式国际商事争议纠纷解决服务。拓展并加强法院金融审判职能,依法审理因新型离岸国际贸易跨境投融资、跨境支付结算等业务所引发的各类金融纠纷,为自贸试验区提供更加公正、高效、便捷和可预期的金融司法保障。(牵头单位:省商务厅、省法院) 六、加强组织实施 探索建立“政府政策引导+外管精准辅导+银行深度服务+平台全景验真+企业创新作为”的新型离岸国际贸易工作机制和生态体系。省自贸办负责统筹推进新型离岸国际贸易业态发展,视创新发展需要及推进过程中遇到的新情况新问题,不定期召开推进会协调解决相关问题;加强部门统筹,推动数据共用共享;开展总结评估,实施激励管理;总结创新经验,探索离岸贸易集成性创新成果。各部门(单位)负责各自领域政策创新研究,坚持问题导向、目标导向、效果导向、责任导向,在守住安全底线前提下,大胆探索、先行先试创新举措,输出制度创新成果,打造新型离岸国际贸易政策高地。各片区管委会负责了解区内银行机构、企业问题诉求,制定切实可行的推进措施,协调部门(单位)培育壮大区内新型离岸国际贸易业态发展;加大投资贸易便利化和金融改革创新力度,不断提升区内营商环境,建设新型离岸国际贸易业态集聚区。  

Domestically produced "three-wheeled vehicles" become popular in the US, leading to a surge in orders for Chinese manufacturers.

According to a report by the World Journal (US) on January 13, a blogger living in the United States recently brought a Chinese-made 'Sanbengzi' (electric tricycle) to the US, where it became a local internet-famous vehicle, sparking heated discussions among netizens. The report stated that after the electric tricycle, priced at about 5,000 RMB in China, was shipped to the United States, the blogger's father-in-law immediately assembled it. The very next day, he took the family out for a ride, winning the affection of local residents. The report added that this electric tricycle is not only convenient and practical, but also a perfect blend of fashion and individuality. It made neighbors envious, becoming a local internet-famous vehicle, with some foreigners even inquiring about purchase links. The blogger's videos also garnered attention from American netizens, many of whom expressed a desire to buy one. Subsequent videos posted by the blogger also revealed that this tricycle is street-legal in the United States, having passed vehicle inspection and been registered with a motorcycle license plate. Even more interestingly, local police also expressed their fondness for this tricycle, going so far as to suggest the blogger propose to local officials building a factory to import parts from China to the United States for assembly and sale. Separately, according to a report by Hong Kong's Wen Wei Po website on January 24, a series of videos filmed by a Chinese daughter-in-law who married into the United States quickly made the domestically produced 'Sanbengzi' widely popular in the US, leading to a surge in orders for Chinese manufacturers. During an interview, the general manager of the 'Sanbeng' manufacturing company excitedly stated: 'Since New Year's Day, we have shipped five or six hundred electric tricycles to the United States, which is several times more than the same period in previous years.'
