III. Market Overview

Kazakhstan is the wealthiest and most promising country in Central Asia, and compared to other member states of the Eurasian Economic Union ( EEU), it has the highest business condition index;

Kazakhstan possesses significant reserves of lithium, cobalt, nickel, and other important rare earth elements, giving it a clear advantage in automotive industry development. China and Kazakhstan have completed policy alignment and begun deep cooperation in automotive industry cluster development, with cooperation in passenger car, commercial vehicle, and new energy vehicle production already achieved. According to Kazakhstan's national development plan, by 2026, Kazakhstan's annual car production is expected to reach 500,000 units;

Kazakhstan is the largest automotive market in Central Asia, but its domestic car production scale is relatively small. Kazakhstan's automotive industry primarily focuses on complete vehicle assembly and parts supply, with no indigenous car brands; there are only 11 assembly companies. Used cars account for a significant proportion in Kazakhstan, and the average age of these used cars is generally high. Currently, nearly 80% of passenger cars in Kazakhstan are over 10 years old, and old vehicles provide a vast market for automotive parts and after-sales services. Regarding new energy vehicles, the charging infrastructure is still incomplete. Kazakhstan has no electric vehicle services, with only 81 charging stations available. Most of these are located in Almaty and Astana. 

2 In 2023, Kazakhstan imported over 149,000 passenger cars (including new and used vehicles), with a total import value of approximately 2.9 billion US dollars. Among these, over 30% of the vehicles (45,984 units, mostly new cars) came from China. In Kazakhstan, the market demand for family passenger cars is enormous. Compared to more expensive new cars from Europe, America, Japan, and Korea, more affordable Chinese cars hold significant appeal for many Kazakh families looking to update their household vehicles. According to statistics, in 2023, Kazakhs purchased 198,700 cars, with nearly 25% being Chinese brands;

Affected by sanctions, there is a shortage of cars and parts imported from Russia, and the Kazakh market is being seized by Chinese automakers. With the progress of Eurasian integration, Kazakhstan has opened up new markets and channels. The trade relations between China and Kazakhstan will also become increasingly close, and now is a good time for Chinese car brands to enter the Kazakh market;
